Deputy Minister of Planning Opens Workshop on the Integrated Food Security Phase Classification in Aden

The Deputy Minister of Planning and International Cooperation, Dr Nizar Basheeb, today opened a workshop on the Integrated Food Security Phase Classification (IPC) in the temporary capital, Aden, organised by the National Technical Committee for the Integrated Phase Classification in Yemen.

Dr Basheeb emphasised that the food security index is a key priority within the government’s plans and programmes, given its role in supporting efforts to secure international funding and channelling it effectively.

He stressed the importance of strengthening existing cooperation and coordination between the government and both the World Food Programme (WFP) and the Food and Agriculture Organisation (FAO), particularly in light of the difficult economic and humanitarian conditions the country is facing, which have directly contributed to worsening rates of food insecurity and malnutrition.

The Deputy Minister explained that the problem of malnutrition has seen a marked increase in recent times, as a result of the deterioration in economic and humanitarian conditions, which requires concerted efforts to provide effective solutions. He emphasised the need to adhere to a scientific methodology in preparing the analysis and to rely on accurate, reliable, evidence-based data to ensure the production of a comprehensive report covering the various governorates and districts.

Dr Basheeb called on the directors of planning and statistics offices in the liberated governorates to provide the technical teams with all necessary updates and information, thereby contributing to the development of an accurate assessment through which levels of food insecurity can be determined and appropriate interventions devised to address existing imbalances.

For his part, the Head of the Technical Secretariat for Food Security, Dr Al-Khadr Atroush, highlighted the importance of all participating parties joining forces and working responsibly to analyse the current food security situation in Yemen. He noted that limited funding had prevented the implementation of a comprehensive field survey, necessitating reliance on data from food security indicator monitoring programmes carried out by the World Food Programme (WFP) and the Food and Agriculture Organisation (FAO).

The WFP Country Director in Yemen, Dr Al-Khadir Daloum, emphasised that Yemen is facing one of the most severe food security crises in the world. He noted the Programme’s commitment to ensuring that the Integrated Food Security Phase Classification (IPC) analysis is based on rigorous scientific and professional standards, and that the results of the analysis will be used to target the most affected groups and areas, and presented to donors to mobilise the necessary support and direct humanitarian interventions more effectively.

For his part, the Acting Representative of the Food and Agriculture Organisation in Yemen, Adam Yao, to the Organisation’s commitment to providing the technical support necessary for the success of the analysis process, thereby contributing to the prioritisation of interventions to enhance food security. He expressed his hope that the workshop would produce a high-quality report reflecting the true reality of food security and assisting decision-makers in formulating appropriate policies.

The workshop, which runs for ten days, discusses a number of technical topics related to the Integrated Phase Classification of Food Security, including training participants on the analysis tools (AFI-L1), the use of the analysis platform (AP), as well as the implementation of the analysis process and the review of relevant data and information maps, thereby enhancing participants’ ability to prepare accurate and comprehensive assessments.
