The Minister of Planning and International Cooperation, Dr Afrah Al-Zuba, today discussed in the temporary capital, Aden, with the UN Resident Coordinator and Acting Humanitarian Coordinator in Yemen, Laurent Bouquira, the activation of joint coordination mechanisms between the government and the UN to support development and recovery priorities.
In the presence of the Deputy Minister of Planning and International Cooperation for International Cooperation, Omar Abdulaziz, and a number of ministry experts, the arrangements for preparing the new cooperation framework, as well as a number of issues relating to the work of UN agencies and their development and humanitarian programmes in Yemen, and ways to strengthen joint cooperation between the two sides in order to enhance the effectiveness of development and humanitarian interventions and achieve tangible and sustainable results for citizens.
The Minister of Planning and International Cooperation emphasised the Yemeni government’s commitment to strengthening partnership and cooperation with the United Nations system in a manner that serves the country’s development and humanitarian response priorities. She stressed the importance of the UN framework for cooperation on sustainable development for the coming period being based on national priorities and the government’s programme, and of it being prepared in full partnership with the relevant government bodies, thereby reinforcing the principle of national ownership of development programmes and projects.
Minister Al-Zuba also emphasised the need to strengthen the government’s role in the planning, implementation and monitoring of humanitarian and development programmes, and to improve mechanisms for the exchange of information and data in a manner that supports coordination and planning efforts at the national level. She reviewed the ongoing efforts to prepare the National Development Plan, a three-year medium-term development plan currently being developed in coordination with various government agencies and development partners, with the aim of identifying priorities for development and economic recovery and enhancing the alignment of international support with national objectives during the coming phase.
The Minister of Planning reiterated the urgent need to support the establishment and development of a national early warning system for climate change and disasters, in light of the growing climate challenges facing Yemen. She noted the importance of strengthening preparedness and early response capacities to mitigate the impacts of disasters and protect the most vulnerable communities.
For his part, the UN official reaffirmed the United Nations’ commitment to continuing to work and coordinate closely with the Yemeni government and to supporting its efforts in the areas of development, recovery and humanitarian response, thereby contributing to meeting the needs of citizens and promoting stability.
The meeting concluded with an agreement to hold an expanded meeting in the near future, with the participation of UN leadership, agencies and relevant government bodies, to discuss cooperation priorities for the coming period, strengthen coordination and partnership mechanisms, and follow up on the preparation of the UN Framework for Cooperation on Sustainable Development, thereby ensuring greater alignment of UN programmes with national priorities and the government’s development plans.
